a live look from the city cam this morning towards the national mall. we are now down to just hours before a long list of inaugural events kick off here in the nation's capital. we have made it to the weekend, everyone. good morning. i'm angie goff. >> and i'm richard jordan. welcome to news 4 today. it is saturday, january 19th, 2013. it is the festivities start today with

a national day of service on the mall. that begins at 9:30. the first family urges all americans to help honor dr. martin luther king jr. >> then tomorrow, president obama and vice president biden are officially sworn in for their second terms. the ceremony happens monday. >> crews are still putting together the final preparations for monday's inauguration. we have team coverage starting off with nbc's daniel lee. she's live on the mall with more now. good morning, danielle. >> reporter: good morning. in just hours, thousands of people will be coming to the national mall here. many will be coming to tsee the memoria memorials, but they're also going to a tent that's been put up in honor of the national day of service. the crowds have arrived packed for a party. >> this is one of my bucket list

experiences. >> reporter: tiffany grimes thrflew in from atlanta. her first stop was the national mall. >> over 200,000 people sign up nationwide. >> reporter: amelia is attending. she's here from new orleans. like four years ago, president obama has asked people nationwide to join his family and celebrate by serving. this year the president's request is especially timely. it's just the second time inauguration has coincided with the martin luther king jr. holiday weekend. at the rock creek conservancy, volunteers will be cutting back an invasive vine. from one labor of love to the next. organizers in the convention center are setting the stage for tonight's children concert. >> we'll be putting the touches on the infrastructure for that. >> reporter: after the concert, crews will transform the space, setting the scene for the two

official inaugural balls, down from ten in 2009. altogether, a handful of artists will perform throughout the weekend. security will be tight. hundreds of thousands of visitors flock to d.c. to take part in history. president obama will be sworn in a private ceremony tomorrow. then monday thousands of people will be back here at the national mall for the public ceremony and parade to follow. reporting live near capitol hill, i'm danielle lee. >> danielle, thank you. >> you can see the wind blowing in danielle's hair. it's quite breezy. we want to take a look at what the kick off to inauguration means weatherwise. >> our coverage continues to chuck bell. >> good morning, everybody. saturday morning and already a noticeable south breeze outside this morning. that's going to be a big part of your saturday forecast. that's the way it looks from our

city camera view first thing this morning. with a clear sky, it's 34 degrees in downtown washington. a wind out of the south averaging 15 miles an hour has windchills back down into the low and mid-20s. actual air temperatures, low and mid-30s. but with that breeze outside, it sure does feel cold. good thing, nothing showing up on doppler. we'll be 100% dry today and tomorrow as well. there's your saturday planner. plenty of chilly sunshine today. that south to southwesterly wind at 10 to 20 miles an hour for much of the day means you'll need your jackets. we'll talk more about tomorrow, inauguration day, all the planning you need to be doing. plan on bundling up. that's your early lean. >> thanks, chuck. in about 48 hours, much of downtown d.c. will shut down for the inauguration. drivers, you might want to avoid downtown completely. the memorial bridge will be closed along with several

streets. many around capitol hill, including some ramps from 395 will close at 3:00 a.m. on monday. police say that even if you do avoid those streets, you can expect delays. parking will be strictly enforced and d.c. taxis will charge a dollar surcharge for every extra passenger. metro is also gearing up for the big day. today crews will hold off on track work as crowds arrive in town. the agency it working to make sure that thousands expected to take metro can get around quickly and safely. news 4's derek ward is live this morning at metro center with a look at how the agency is preparing. hi, derek. >> reporter: good morning. we're out here awful early to talk about the inaugural, but metro says it's never too early to start planning your trip. i want to take a look at the commemorative inaugural smart trip card. that's actually on sale already now. it's $15 and got a picture of the president on it. they had one for back in 2009. now they're all over ebay.

you can get one at my metro sales office. i want you to take a look at a map. if you're going to be planning your trip, these are the stations that will be open or closed for the inaugural. metro says each one of their five lines has a station that will get you close to the action. the key is to plan your trip. they say you can ease your commute by not transferring. just get on one of those lines and find a station that is closest. you will have to walk a bit, but it's going to be much easier than parking. also, metro wants you to know that anyone over the age of 5 years old will have to buy a fare card. you want to buy that ahead of time. if you're planning to drive down, get there early. a lot of other people will be doing the same thing. once you get on metro, expect that the down escalators will be turned off. they're doing that for safety reasons. those escalators could start to free wheel if they get too much weight on them. they don't want that to happen. expect to walk down, but you will be able to ride up. when you get on the system, you

your next trip through airport security will be different. the transportation security administration is removing those controversial full body scanners. the scanners produced a near nude image of travelers, and congress ordered the scanners

either produce a more generic image or must be removed. the scanner's manufacturer says they won't be able to meet the deadline, so the tsa is getting rid of the machines. they are replacing them with new scanners. wrong place at the wrong time to fall ill. yesterday, pennsylvania governor tom corbit was speaking. a boy behind him started swaying and fainted. the speech was put on hold. he came back a short time later and got a little one-on-one time with the governor. >> poor little guy. coming up, the nfl player who police are questioning in connection with a sexual assault. and manti te'o speaking out. why the football player says he's the victim in the fake girlfriend hoax. you're watching news 4 today.

it is day four of an ongoing hostage situation in algeria. this morning we know that one american died during this week's standoff. the u.s. has recovered the remains of a texas man who worked at the plant where islamic militants are engaged in the standoff. algerian state media reports that nearly 100 of the 132 foreign workers were freed yesterday, but another 12 were killed. the state department is refusing to work with the group. san francisco police are investigating 49ers wide receiver michael crabtree who's accused of sexual assault. police say the alleged assault happened last sunday in a san francisco hotel room hours after the 49ers playoff win over green bay. crabtree spoke with officers about the allegations and police say he has cooperated fully with their investigation. crabtree is expected to play tomorrow as the 49ers square off

against atlanta in the nfc championship game. notre dame linebacker manti te'o insists he was not involved in creating a fake girlfriend. te'o broke his silence late last night in an off-camera interview with espn. he maintains he was the victim of a cruel hoax. te'o was the man behind the -- te'o says the man behind the hoax contacted him a few days ago, admitting he had fabricated the whole thing. the sports website deadspin broke the story earlier this week that te'o's girlfriend who he said was in a car accident and died of lieu chemoyafs not real. this morning, we're hearing more from disgraced cyclist lance armstrong about using performance enhancing drugs throughout his career. part two of his interview with oprah winfrey aired last night. during the first part that aired on thursday, armstrong admitted for the first time to doping during all seven of his winning tour de france races. last night the interview delved deeper with armstrong revealing how hard it was to tell his

children. >> i said, don't defend me anymore. don't. >> armstrong was stripped of his tour de france titles and his 2000 olympic bronze medal. he could also face lawsuits from those he sued. it's off to a cold start out there today. >> a winter without winter, really. finally, we get to hundreds of thousands of people coming to town and winter returns. >> at least we were able to see the sun. i was missing it. >> it had been nearly a full week since we'd had anywhere near a sunny day. finally the sunshine made a real comeback yesterday. more importantly, we get to keep the sunshine now through your saturday and really through most, if not all, of your long holiday inauguration weekend. mlk weekend as well. outside we go.

it is a clear and breezy and chilly start. i won't use the word too terribly cold just yet because, boy, do we have some cold air on the way. be ready for it. the bulk of the cold air arrives here starting late monday afternoon into monday night. if you're going to stick around here in washington through next week, you should really have your winter clothes ready to go. for now, it is chilly outside. 34 at national airport. the air is fairly dry. dew points into the low 20s. humidity only 64%. the real issue this morning, a south wind averaging 15 miles per hour. temperatures generally speaking low to mid-30s across the region under a clear sky. that breeze has windchills now. 21 the current windchill in frederick, maryland. charlottesville is down to 18 degrees. your hometown forecast in gaithersburg, beautiful mon montgomery county. up near 50 degrees with sunshine today. that'll be a noticeable

improvement over yesterday. about 5 to 10 degrees warmer this afternoon than yesterday. clear skies again for this evening. temperatures back down into the upper 30s to near 40 after the sun goes down. generally back into the 30s for much of the overnight into tomorrow morning. storm team 4 radar, not much going on around our area. a real polar plunge. some noticeably colder air coming to us in batches. the first batch arrives tomorrow into monday. the second batch, monday night into tuesday. ree re-enforcing shots of cold air coming in our direction. our average high now is in the low 40s. we should be able to do four or five degrees above average today. clear skies tonight. not as much of a breeze during the overnight hours, but that wind will be right back tomorrow. cold front number one racing through here during the day tomorrow. that means today a southwest wind becomes a northwest wind tomorrow and another re-enforcing shot of cold air

it is an exciting time in washington. thousands are beginning to pour into town for the inauguration festivities. that includes celebrities like eva longoria and chelsea clinton, who are honorary chairs for this weekend's event.

>> there are also eight citizen co-chairs that will represent president obama's accomplishments during his first term in office. erica gonzalez has the story. >> reporter: discharged under the "don't ask, don't tell" law, david prepares for history. >> just received a phone call last week asking if i would be willing to participate in the inauguration. >> reporter: the former air force sergeant and seven others will be citizen co-chairs in the president's inauguration, each represent a task achieved by president obama in his first term and will walk the parade and attend the balls. >> even though he's the person elected by the people, it's still the people that make the changes. >> reporter: the famous picture of the first lady dawning her new bangs, look closely. there's hall. >> she was fantastic. it seems to be her hair was the hit of the day. >> reporter: erica gonzalez, news 4. >> the eight citizen co-chairs will also take part in today's national day of service.

right now a transformation in the district as our region kicks off the pomp and circumstance of inauguration weekend. >> and we'll see festivities starting this morning with a national day of service. good morning, everyone. welcome to news 4 today. i'm richard jordan. >> and i'm angie goff. it is saturday, january 19th, 2013. we're going to begin this half hour with our inauguration team coverage. first up, storm team 4 meteorologist chuck bell has a look at the forecast. >> hey, richard and angie. it is indeed a clear and chilly start first thing this morning. a noticeable wind out of the south and southwest today will allow for a bit of a windchill factor. be ready for that. early morning, be on the bundle up factor for sure. temperatures now in the low and mid-30s pretty much area wide. cumberland, maryland, one of the cold spots. windchills in the low to mid-20s right now. it is a south breeze.

that means things should warm up relatively nicely later this afternoon. we'll have no chance for rain today or tomorrow or monday. so that is welcome news. a cold start. it'll stay on the chilly side today, but technically it'll be warmer than average. highs today in the upper 40s to near 50 degrees for a lucky few. tomorrow and monday it will be cooler. we'll talk how much coming up. >> chuck, thank you. the inauguration festivities kick off today. thousands will be on the mall for a national day of service. >> nbc's danielle lee continues our coverage with more on today's event. >> reporter: richard and angie, good morning. off in the distance we can hear a band practicing, even before the sun is up. a lot of activity going on here. in just a couple hours, thousands of people are going to be coming to the national mall here. many will come to visit the memorials, but they'll also see a massive tent that's just a couple blocks away from me. it was built at the president's request and is completely dedicated to letting people know

about community service. it was four years ago obama started the tradition of having a national day of service ahead of the inauguration. and this time his request is quite timely. it's only the second time an inauguration has coincided with the martin luther king jr. holiday. across the country and here in washington, d.c., thousands of people will be participating in community service activities. meanwhile, over at the washington convention center, crews are making the final touches for the children's concert that is going to be later tonight. that will feature star performers like usher and katy perry, another tradition the obamas started. lots of work to be done there. they said they're going to be working up until the final minutes. throughout the weekend, security is going to be tight with the hundreds of thousands of people walking around the city. people have been flying in, servicemen, law enforcement, all assists in that effort. now, the president is going to be sworn in a private ceremony tomorrow. monday, thousands of people will be back out here on the national

mall for the public ceremony and parade to follow. reporting live, i'm danielle lee. back to you. >> danielle, thank you. and security is gearing up for monday's inauguration. mpd will have about 6,000 extra officers on hand to handle the inauguration crowds. all of them, men and women of the national guard, sworn in yesterday. meanwhile, staff from 42 agencies will operate the joint inaugural command center where they can monitor cameras from across the district. and a 30-mile no-fly zone will be in effect on monday. the coast guard is also beefing up security. the river will be closed to recreational boating, and there will be tight restrictions on commercial boat traffic from reagan national to the key bridge and up to the 11th street bridge. last inauguration, the coast guard shut down water traffic to water taxis and dinner boats, which angered many companies. thousands of protesters are expected here in the city for

monday's inaugural parade. the national parks service has set aside space along pennsylvania avenue for protests against war, high unploim, and some other national issues. news 4's tom sherwood gives us a look at how the city plans for protests. >> reporter: downtown d.c. is quickly becoming a secure zone for monday's inaugural. among the hundreds of thousands in town to cheer president obama, there will be five groups with permits for protesting. >> they have to apply for a permit and give us what time they're going to be here, what they're going to do, and how many people they have. you know, as i say, we accommodate them. it is their right to be here. >> reporter: carol johnson of the u.s. parks service told news 4 only three proest it groups are along pennsylvania avenue this time compared to six when obama was first inaugurated. the westboro baptist church, a small group known nationwide for its protests, says it expects 25 demonstrators near third street.

in all, there are five different locations for protests approved by the park service. the best known protest group is the answer coalition. it expects several thousand demonstrators on inaugural day, which also is the martin luther king holiday. >> the least among us is dr. king would say to agitate, educate, and mobilize from the bottom up, to have those voices for those who are still struggling, those who dr. king would have been standing for. >> reporter: the answer coalition will gather at 14th and pennsylvania avenue just blocks from the white house. but its protest is bigger than obama. >> it's to send a message to all the politicians. not just the president. the senator, the congressmen, all the big business people. these are the problems of ordinary working people we need to be tackling. >> reporter: tom sherwood, news 4. nbc 4 is the place to watch inauguration day events from start to finish. we will be up extra early. news 4 today begins at 4:00 a.m. on monday. we'll be live on capitol hill to

new this morning, d.c. police are investigating a deadly shooting near a nightclub. around 2:30 this morning, officers were called out to the 2700 block of georgia avenue northwest. they found a man suffering from gunshot wounds. he was taken to a nearby hospital and pronounced dead a short time later. police have not release thed th man's name or a possible suspect in the shooting. police in virginia are looking for a dog who attacked a person at a school. the dog is described as similar to a pitbull and attacked someone at thomas jefferson

elementary in falls church. officers aring le looking for tg as well as the two men who let it run loose. the group human rights watch is planning to release a report next week accusing d.c. police of failing to document 170 alleged sexual assault cases over three years. one of the alleged victims spoke to news 4 in an exclusive interview. she said in 2011 a man put a knife to her throat, forced her into an alley and tried to rape her. she escaped the but she said d.c. police changed her story and reported it as an armed robbery. >> the way they actually recorded the conversation i had with the assailant was wrong. the hospital, the detective who was taking photos of me said, why didn't you just give him your purse, honey? >> police chief calls the report

a publicity stunt with unsupported and erroneous information. the house will vote next week on whether to raise the country's debt limit. the move could give the country three more months of borrowing authority. republicans are reportedly pushing for the deadline extension to democrats can push a budget in exchange for a long-term extension in borrowing authority. soon you're going to be able to take a cab in the district without carrying any cash. the d.c. tax key cab commission announced yesterday that all cabs will be required to accept credit cards by march 30th. d.c. cabs were originally all going to get the same smart meter as part of a $35 million contract with the verifone systems, but the deal was overturned because of a flawed contract process. now the commission says cab owners can get credit card readers from any company that produces them. maryland governor martin

o'mall o'mally's offshore wind energy program is getting a lot of support. he's pushing for development off the coast of ocean city, costing residential taxpayers a little more than $1 more a month on their electric bills. a scaled back version of the bill passed the state house and delegates last year. today, metro continues to get ready for the mad rush of inauguration day. the agency is trying to get the word out to the thousands expected to take metro about what they can expect on the big day. news 4's derek ward is live this morning at metro center with more on what metro is doing. good morning, derek. >> reporter: good morning. you know, on the way in on the beltway, i saw one of these big automated signs that said expect crowds, expect heavy traffic, and consider metro. metro wants you to consider planning ahead if you indeed do. they're saying there are stations on each of the five metro lines that will get you close to the inaugural activities. so if you want to ease your trip, they say make it a

straight trip. don't transfer. that will add time and add confusion and add a little bit of crowding as well. now, metro says you should get your fare cards ahead of time as well. you can find out what fare you're going to need at the station. theys want y also want you to g their website. you can do all your planning there. there's a printable map that will get you to the stations. lots of statistics to consider. metro will be closing or shutting off the down escalators at the stations that are open around the mall and around the activities because that is going to decrease the danger of having some sort of accident with those escalators free wheeling down with all of the weight that is expected. now, take a look at this card. this is the inaugural card, the commemorative inaugural card. that's on sale for $15. if you get that, you can have something to remember this whole thing by. we're live at metro center. news 4. back to you. >> thank you, derek.

washington airports authority says it expects around 300 private planes to park there. that's a far cry from 2009 when a record 700 planes flew in. the closing won't have an impact on commercial service. be slure to keep your eyes open and your cameras ready as celebrities are rolling into town. beyonce and jay-z, katy perry, and kelly clarkson are just a few that are coming to take part in the inauguration. beyonce, clarkson, and taylor are all slated to perform monday at the capitol. >> and alicia keys will be performing at all balls. there will be two noticeable absences. george h.w. bush and george w. bush will not be attending. george h.w. bush was recently

released from the hospital, recovering from bronchitis. inauguration weekend means thou thousands of visitors and millions of dollars for the city when it comes to hotels and restaurants. all the extra people means there's a lot of preparation under way. here's more. >> i think it's still a lot of people that are attending. >> reporter: donna joiner and her mom wait to eat at old abbott grill just weeks from the white house and on the parade route. >> it is very historical, but i think the numbers are not as strong as they were the first time around. >> reporter: officials are expecting fewer than 800,000 people. nearly 2 million attended president obama's first inauguration. most restaurants aren't taking reservation. some are. but the majority are accepting more walk-ins. >> we are filled to capacity. people coming in from all over the country looking for tables. we're more than happy to accommodate those we can get in. >> reporter: some hotels are still taking reservations, like the hampton inn on massachusetts avenue and 6th street.

rooms cost from $130 to $500. closer to the action on pennsylvania avenue, hotels are filled. but some high-end hotels still have rooms in some of their high-priced suites. >> i think the international event was a special event. we're not as busy as last time, but we're still very, very busy. right now we have some rooms left this weekend. hopefully pry to monday we'll be sold out. a lot of people won't be staying in those hotel rooms too long. there's so much going on. >> no kidding. and what rooms are left tend to be fairly expensive at this point in time. one thing you definitely need when you're booking your hotel room, you need one with a fireplace. going to be a little on the chilly side around here. we haven't really needed to worry about anything in the way of cold weather for most of the winter. now that we have a few hundred thousand visitors coming to town, the cold air starts to spill back in. outside on your saturday morning, waiting on the sunrise. it's about, oh, 20, 30 minutes

a mostly clear sky. temperatures back down into the chilly 30s by early to midevening time frame. we won't have to worry about precipitation today or tomorrow. and i don't think there's much of a precipitation threat monday as well. the cold air, which has literally been bottled up across northern canada, little pieces of that colder air finally starting to move in our direction. winter is moving our way. high pressure to our south today. that's the reason for the southerly breezes. it will allow for a nice day today with temperatures near 50 for a brief time. skies will remain mostly clear overnight tonight. a weather front coming our way means the winds will stay up overnight. that will keep it from being too terribly cold. tomorrow, we get a little cooler today. another re-enforcing shot of the cooler air on the way for inauguration day on monday. to you're planning to be outside monday, you need your heavy winter coats. definitely breezy today. highs in the upper 40s to near 50. windchills in the 30s to low 40s.

some d.c. students got to mark it in a very special way. >> i have a dream that my children will run with day live in a nation where they will not be judged by the color of their skin but by the content of their character. >> fifth graders from watkins elementary recited king's "i have a dream" speech. today is a national day of service in honor of dr. king. a wreath laying is also planned for tomorrow. later today, a handful of stars will join the first lady for an inaugural concert celebrating america's children and families. ♪ i just want you close alicia keys, john legend, and smokey robinson are just a few of the stars making an appearance at today's kids inaugural concert. the concert at the washington convention center will also celebrate america's military families. the event is by invitation only. >> there are so many fun things going on around town. >>
